Skils’kin provides Representative Payee and Veteran’s Administration (VA) Fiduciary services to roughly 1,000 individual clients in Spokane and other parts of Eastern Washington. We also accept “private pay” clients who may be working or receiving payments from a pension or trust of various types.
Our Representative Payee Services
Skils’kin is what the Social Security Administration (SSA) refers to as an organizational representative payee. An organizational representative payee is a social service agency, government agency, or financial institution that the SSA has appointed to receive and manage the Social Security (SSI) benefits of other people.
Skils’kin charges individuals an SSA-controlled fee for its services. For most beneficiaries, this fee equals 10% of their deposit each month, capped at $42 per month. The fees for our VA clients vary and are dictated by the field examiner with the VA who refers the veteran to our services. It is typically 3% to 4% of the monthly deposit. Fees in our private pay program are similar to the SSA mandated fee schedule.
How Individuals Can Receive Skils’kin’s Payee Services
In order to have a Payee appointed for the first time or to change payee providers within the SSA system, beneficiaries must contact Skils’kin to complete a brief intake form. Then, after completing the form, beneficiaries must visit their local SSA office for an intake and capability determination interview. After it has been determined a payee is needed, Skils’kin can send in an intent to apply form to start the process of being appointed the Payee of record.
These interviews must be completed in person unless a hardship prevents the beneficiary from visiting the local office.

Debit Card Services
Our VISA® debit card enables your client to make purchases wherever a VISA® debit card can be used-including online.
We provide your teams with a full suite of administrative tools that include security alerts, ability to view real-time full transaction detail, view card history, report lost cards and order replacements.
We even have the capacity to provide instant issue cards to avoid any delays if a card is lost or damaged.
Cardholders will typically receive funds on their card by 11 a.m. PST daily, excluding holidays. For special requests, Skils’kin needs 48 hours’ notice to put the funds on the card.

Automated Payments to Landlords/Vendors (ACH)
In December 2015, Payee Services launched a new automated payment processing system (ACH) that directly sends Payee clients’ rent payments to landlords. This direct deposit system eliminates problems with postal service delays or lost checks, making rent payment a seamless process.
